Most developed nations have a statutory minimum wage set at levels insufficient to alleviate poverty. Increased calls for a living wage have generated considerable public controversy. This article draws on 25 interviews and four focus groups with employers, low-pay industry representatives, representatives of chambers of commerce, pay consultants, and unions. The core focus is on how participants use prominent narrative tropes for the living wage and against the living wage to argue their respective perspectives. We also document how both affirmative (...) and negative tropes are often combined by participants to craft their own rhetorical positions on the issue. (shrink)

Sophie Scott-Brown’s intellectual biography of Colin Ward does a superb job of putting Ward’s anarchism in its historical and political context. In so doing Scott-Brown arguably draws attention to how Ward’s pragmatic anarchism was dependent on post-war social democracy in the UK. This comment explores whether this makes Ward’s anarchism vulnerable in the following sense: that, as an anarchism, it cannot take sides in the struggle between social democracy and neo-liberalism even though its own prospects for success depend on (...) the strength of social democracy. Ward’s anarchism may be contrasted in this respect with libertarian/radical democratic socialisms (such as of Sheila Rowbotham and Stuart Hall) which envisage a simultaneous struggle both ‘for’ and ‘against’ the (social democratic) state. John Stuart Mill’s _Utilitarianism _is a philosophical defense of utilitarianism, a moral theory stating that right actions are those that tend to promote overall happiness. The essay first appeared as a series of articles published in _Fraser’s Magazine_ in 1861; the articles were collected and reprinted as a single book in 1863. Mill discusses utilitarianism in some of his other works, including _On Liberty_ and _The Subjection of Women_, but _Utilitarianism _contains his only sustained defence of the theory. In (...) this Broadview Edition, Colin Heydt provides a substantial introduction that will enable readers to understand better the polemical context for _Utilitarianism_. Heydt shows, for example, how Mill’s moral philosophy grew out of political engagement, rather than exclusively out of a speculative interest in determining the nature of morality. This paper attempts to present a 'time line' of the increasing levels of doubt and anxiety about the path of 'Progressive Civilization' from the heyday of Victorian liberalism in the early 19th Century to the rise of postmodernism in our day. It does so by tracking a line of thought through John Stuart Mill, Lord Bryce, Matthew Arnold, Henry Adams, Friedrich Nietzsche, Martin Heidegger and Walter Lippmann. It uses the quip coined by the Yippie leader Abbie Hoffmann in the (...) 1960's as a symbolic phrase for the terminus to which the "Idea of Progess" has led us in the 21st Century. The argument is that over the time period covered the most serious observers became increasingly aware of the disappearance from modern society's horizon of any idea of a transcendent meaning within which it could explain and justify to itself its own deepest purposes. The necessity for a persuasive 'metaphysics' which could show why the modern western experiment is a good thing became increasingly evident in inverse proportion to its philosophical availability. This book reassesses the contribution to international thought of some of the most important thinkers of the inter-war period. It takes as its starting point E.H. Carr's famous critique which, more than any other work, established the reputation of the period as the "utopian" or "idealist" phase of international relations theorizing. This characterization of inter-war thought is scrutinized through ten detailed studies of such writers as Norman Angell, J.A. Hobson, J.M. Keynes, David Mitrany, and Alfred Zimmern. The studies demonstrate (...) the diversity of perspectives within so-called "idealism" and call into question the descriptive and analytical value of the entire notion. The 'Art of Life' is John Stuart Mill's name for his account of practical reason. In this volume, eleven leading scholars elucidate this fundamental, but widely neglected, element of Mill's thought. Mill divides the Art of Life into three 'departments': 'Morality, Prudence or Policy, and Æsthetics'. In the volume's first section, Rex Martin, David Weinstein, Ben Eggleston, and Dale E. Miller investigate the relation between the departments of morality and prudence. Their papers ask whether Mill is a rule utilitarian (...) and, if so, whether his practical philosophy must be incoherent. The second section contains papers by Jonathan Riley and Wendy Donner, who explore the relation between the departments of morality and aesthetics. They discuss issues ranging from supererogation to aesthetic pleasure and humanity's relationship with nature. -/- The papers in the third section consider the Art of Life's axiological first principle, the principle of utility. Elijah Millgram contends that Mill's own life refutes his claim that the Art of Life has a single axiological first principle. Philip Kitcher maintains that Mill has a dynamic axiology requiring us to continually refine our conception of the good. In the final section, three papers address what it means to put the Art of Life into practice. Robert Haraldsson locates an 'Art of Ethics' in On Liberty that is in tension with the Art of Life. At present, the science of consciousness is structured around the search for the neural correlates of consciousness. One of the alleged advantages of the NCCs framework is its metaphysical neutrality—the fact that it begs no contested questions with respect to debates about the fundamental nature of consciousness. Here, we argue that even if the NCC framework is metaphysically neutral, it is structurally committed, for it presupposes a certain model—what we call the Lite-Brite model—of consciousness. This, we argue, represents a serious (...) liability for the NCC framework for the plausibility of the Lite-Brite model is very much an open question, and the science of consciousness would be better served by a framework that does not presuppose it. Drawing on interventionist ideas in the philosophy of science, we suggest that the Difference-Maker framework can provide just such an alternative. Instead of searching for the neural correlates of consciousness, we ought to be searching for the difference makers of consciousness. We detail how a shift to searching DMCs will change both the practice of consciousness science and the interpretation of existing results. (shrink)

The Collected Works of John Stuart Mill was directed by an editorial committee appointed from the Faculty of Arts and Science of the University of Toronto and from the University of Toronto Press, and it was published from 1963 to 1991 in thirty-three hardcover volumes. The primary aim of the edition is to present fully collated, accurate texts of those works which exist in a number of versions, both printed and manuscript, and to provide accurate texts of those works (...) previously unpublished or which had become relatively inaccessible. Liberty Fund is pleased to make available in paperback eight volumes of Mill's writings that remain most relevant to liberty and responsibility in the twenty-first century. Mill's Autobiography gives a vivid account of his life, especially his unique education. The Principles of Political Economy, a compendium of economic theory and fact, was the leading economic textbook for decades. Primarily of interest to economists, his Essays on Economics and Society nevertheless contains material of interest to all students of the politics and society of nineteenth-century England. The most indispensable work in understanding his thought is A System of Logic, Ratiocinative and Inductive, which was the first serious attempt to methodize induction in relation to deduction. Essays on Ethics, Religion and Society, one of the most important volumes in the Collected Works, includes the major documents for an assessment of Mill's response to Benthamite utilitarianism and for understanding his development of an independent moral position. In this paper we argue that questions about which mathematical ideas mathematicians are exposed to and choose to pay attention to are epistemologically relevant and entangled with power dynamics and social justice concerns. There is a considerable body of literature that discusses the dissemination and uptake of ideas as social justice issues. We argue that these insights are also relevant for the epistemology of mathematics. We make this visible by a journalistic exploration of relevant cases and embed our insights into (...) the larger question how mathematical ideas are taken up in mathematical practices. We argue that epistemologies of mathematics ought to account for questions of exposure to and choice of attention to mathematical ideas, and remark on the political relevance of such epistemologies. BackgroundMany discretionary foods contribute both to individual health risks and to global issues, in particular through high carbon footprints and water scarcity. Snacking is influenced by the presence of snacking cues such as food availability, observing others eating, and negative affect. However, less is known about the mechanisms underlying the effects of negative affect. This study examines whether the individual odds of consuming high-calorie snacks as a consequence to being exposed to known snacking cues were moderated by experiencing higher or (...) lower total negative affect per day or higher or lower negative affect variability per day.MethodsSecondary analysis of an ecological momentary assessment study of 60 participants over 14 days with food logs and randomly timed assessments of known snacking cues. High total daily negative affect levels and negative affect variability were examined as moderators to predict high-calorie snacking in three-level hierarchical random effects logistic regressions.ResultsConsistent with previous studies, the odds of snacking increased when food was available, when others were eating, and when participants experienced more negative affect. Associations for food availability and others eating were significantly moderated by negative affect variability such that associations between cues and high-calorie snacking were weaker on days with higher negative affect variability, but not negative affect levels.ConclusionThe relationship between cues to high-calorie snacking and snacking behavior varies with variability in negative affect, suggesting a complex relationship between affect and high-calorie snacking. Clearer conceptualizations on the relation between affect and eating are needed. (shrink)

ABSTRACTGiven the existing inequities in climate change, any proposed climate engineering strategy to solve the climate problem must meet a high threshold for justice. In contrast to an overly thin paradigm for justice that demands only a science-based assessment of potential temperature-related benefits and harms, we argue for the importance of attention to recognitional justice. Recognitional justice, we go on to claim, calls for a different type of assessment tool. Such an assessment would pay attention to neglected considerations such as (...) relationships, context, power, vulnerability, narrative, and affect. Here we develop a care-ethics related tool for assessing the justice of climate engineering with stratospheric aerosols, and suggest that qualitative social science methods may be required for its effective application. We illustrate the use of this tool with a case study involving interviews about stratospheric aerosol injection conducted in Kenya, the Solomon Islands... (shrink)

There is an active debate within the field of phonology concerning the cognitive status of substantive phonetic factors such as ease of articulation and perceptual distinctiveness. A new framework is proposed in which substance acts as a bias, or prior, on phonological learning. Two experiments tested this framework with a method in which participants are first provided highly impoverished evidence of a new phonological pattern, and then tested on how they extend this pattern to novel contexts and novel sounds. Participants (...) were found to generalize velar palatalization (e.g., the change from [k] as in keep to [t⌢∫S] as in cheap) in a way that accords with linguistic typology, and that is predicted by a cognitive bias in favor of changes that relate perceptually similar sounds. Velar palatalization was extended from the mid front vowel context (i.e., before [e] as in cape) to the high front vowel context (i.e., before [i] as in keep), but not vice versa. The key explanatory notion of perceptual similarity is quantified with a psychological model of categorization, and the substantively biased framework is formalized as a conditional random field. Implications of these results for the debate on substance, theories of phonological generalization, and the formalization of similarity are discussed. (shrink)

Despite widespread recognition of an emergent politics of data in our midst, we strikingly lack a political theory of data. We readily acknowledge the presence of data across our political lives, but we often do not know how to conceptualize the politics of all those data points—the forms of power they constitute and the kinds of political subjects they implicate. Recent work in numerous academic disciplines is evidence of the first steps toward a political theory of data. This article maps (...) some limits of this emergent literature with an eye to enriching its theoretical range. The literature on data politics, both within political theory and elsewhere, has thus far focused almost exclusively on the algorithm. This article locates a further dimension of data politics in the work of formatting technology or, more simply, formats. Formats are simultaneously conceptual and technical in the ways they define what can even count as data, and by extension who can count as data and how they can count. A focus on formats is of theoretical value because it provides a bridge between work on the conceptual contours of categories and the technology-centric literature on algorithms that tends to ignore the more conceptual dimensions of data technology. The political insight enabled by format theory is shown in the context of an extended interrogation of the politics of racialized redlining. (shrink)

In this article, I respond to Augustin Fragnière's recent attempt to understand the demandingness of individual climate duties by appealing to the difference between “concentrated” harm and “spread” harm and the importance of “moral thresholds”. I suggest his arguments don't succeed in securing the conclusion he is after, even from within his own commitments, which themselves are problematic. As this is primarily a critical project, the upshot of this discussion is that if there is a defensible way to justify the (...) intuition that the duty to reduce emissions can't be overly demanding, it has to be found elsewhere. Agroecology has been proposed as a key building block for food sovereignty. This article examines the meaning, practices and potentials of ‘transformative agroecology learning’ as a collective strategy for food system transformation. Our study is based on our qualitative and action research with the European Coordination of Via Campesina to develop the European Agroecology Knowledge Exchange Network. This network is linked to the global network of La Via Campesina and builds on the strong experiences and traditions of popular education in (...) Latin American peasant movements. Rather than focusing on agroecology education as a process of individual learning, we analyse how a transformative agroecology education can be strengthened as a critical repertoire of action used by social movements to advance food sovereignty. Our analysis contributes a new theory of transformative agroecology learning based on four key characteristics or qualities: horizontalism; diálogo de saberes ; combining practical and political knowledge; and building social movement networks. While these different elements of transformative agroecology learning were present across EAKEN, they were unevenly developed and, in many cases, not systematized. The framework can help to strategically and reflexively systematize and strengthen a transformative agroecology learning approach as a key building block for food sovereignty. (shrink)

This symposium begins with a critique by Paul Hirst of Wilfred Carr's ‘Philosophy and Education’(Journal of Philosophy of Education, 2004, 38.1), where Carr argues that philosophy of education should be concerned with ‘practical philosophy’ rather than ‘theoretical philosophy’. Hirst argues that the philosophy of education is best understood as a distinctive area of academic philosophy, in which the exercise of theoretical reason contributes critically to the development of rational educational practices and their discourse. While he acknowledges that these (...) practices and their discourse must of their nature be directly developed in the exercise of practical reason, or phronesis, the notion of ‘practical philosophy’ is rejected as ultimately incoherent and illusory. In his reply to Hirst's critique, Carr identifies three central claims in Hirst's argument and takes issue with each of these. He reaffirms the need to draw upon the resources afforded by the Aristotelian tradition of practical philosophy in order to identify inadequacies in our present understanding of how philosophy is related to education. He suggests that it is only through bringing their own ‘prejudices’ into critical confrontation with this tradition that philosophers of education will be able to assess whether practical philosophy is incoherent and illusory, as Hirst claims, or whether it is indispensable to the future development of their discipline. In a rejoinder to Carr, Hirst, defends the claim that philosophy of education is a social practice concerned with developing justifiable propositional accounts of the conceptual relations, justificatory procedures and presuppositions of educational practices. He rejects the argument that this ‘theoretical philosophy’ approach must be replaced by that of a new ‘practical philosophy’. (shrink)

ObjectivesTo describe reporting of informed consent in pragmatic trials, justifications for waivers of consent and reporting of alternative approaches to standard written consent. To identify factors associated with (1) not reporting and (2) not obtaining consent.MethodsSurvey of primary trial reports, published 2014–2019, identified using an electronic search filter for pragmatic trials implemented in MEDLINE, and registered in ClinicalTrials.gov.ResultsAmong 1988 trials, 132 (6.6%) did not include a statement about participant consent, 1691 (85.0%) reported consent had been obtained, 139 (7.0%) reported a (...) waiver and 26 (1.3%) reported consent for one aspect (eg, data collection) but a waiver for another (eg, intervention). Of the 165 trials reporting a waiver, 76 (46.1%) provided a justification. Few (53, 2.9%) explicitly reported use of alternative approaches to consent. In multivariable logistic regression analyses, lower journal impact factor (p=0.001) and cluster randomisation (p<0.0001) were significantly associated with not reporting on consent, while trial recency, cluster randomisation, higher-income country settings, health services research and explicit labelling as pragmatic were significantly associated with not obtaining consent (all p<0.0001).DiscussionNot obtaining consent seems to be increasing and is associated with the use of cluster randomisation and pragmatic aims, but neither cluster randomisation nor pragmatism are currently accepted justifications for waivers of consent. Rather than considering either standard written informed consent or waivers of consent, researchers and research ethics committees could consider alternative consent approaches that may facilitate the conduct of pragmatic trials while preserving patient autonomy and the public’s trust in research. Charles Taylor’s monumental book A Secular Age has been extensively discussed, criticized, and worked on. This volume, by contrast, explores ways of working with Taylor’s book, especially its potentials and limits for individual research projects. Due to its wide reception, it has initiated a truly interdisciplinary object of study; with essays drawn from various research fields, this volume fosters substantial conversation across disciplines.

In this piece the author takes issue with Mario Bunge’s claims that conceptual and semiotic systems have "compositions, environments and structures, but no mechanisms." Structures, according to Bunge, can never be mechanisms in conceptual and semiotic systems. Contra this the author argues that in social systems, social structures (which are concept-dependent and reproduced and/or transformed, at least in part, semiotically), can be mechanisms in the sense that such structures are one of the processes in a concrete system that makes itwhat (...) it is. As such, not only may conceptual and semiotic systems have mechanisms, but they may also themselves be considered some of the mechanisms that make the social what it is. As such, they can be said to possess powers and liabilities that neither reside at lower levels nor are explainable in terms of the lower level. To hold out the prospect of social explanation by conceptual and/or semiotic mechanisms does not represent an attempt to decouple these systems from material factors. What it does mean is that conceptual and/or semiotic systems can, potentially at least, play a role in social explanation; and themselves be subject to explanation. The medium‐independence of computational descriptions has shaped common conceptions of computational explanation. So long as our goal is to explain how a system successfully carries out its computations, then we only need to describe the abstract series of operations that achieve the desired input–output mapping, however they may be implemented. It is argued that this abstract conception of computational explanation cannot be applied to so‐called real‐time computing systems, in which meeting temporal deadlines imposed by the systems with which a device (...) interfaces are constitutive of the computing tasks that a device performs. Instead, real‐time computing reveals the need for alternative conceptions of computational explanation, as well as computational implementation, that eschew medium‐independence. (shrink)

An introduction to the special issue on Hobbes and Locke: Meaning, Method, Modernity.

This chapter is particularly concerned with the status of history, dance history especially, within Dance Studies. It asks what has befallen the more recent status of history, once an epistemological support at a critical stage in Dance Studies’s early development, now that Dance Studies is better established, relatively speaking, within the academy. Is history so much scaffolding which, having fulfilled its purpose in enabling the disciplinary plant to take root, is to be dismantled and, if not actually discarded, at least (...) demoted? Three factors will be identified and proposed as having particular significance in this connection, imbuing this chapter with a tri-partite structure. The first concerns the already noted strong imprint of Cultural Studies on Dance Studies and the possible bearing of this imprint on dance history’s status within Dance Studies. For the particular manner in which Dance Studies has construed Cultural Studies may, this chapter will suggest, have impacted upon dance history’s standing within communities of dance scholarship. The second factor has to do with the implications, for dance history, of a particular critique based in a branch of dance scholarship, that perceives phenomenology, which it deems a good fit for dance inquiry, as inherently antithetical to history. In particular, this critique takes the work of Michel Foucault - which it identifies closely with, and as, historical practice - as incompatible with dance enquiry. Incompatibility is staked on the twin grounds of Foucault’s break with, and supposed resulting and enduring antipathy towards, phenomenology; and his perceived embrace of history which is, itself, also understood to result from such a break. In effect, then, this critique questions the very suitability, for dance research, of approaches based in history-focussed inquiry. The ability to call this critique into question, in the ways that the present discussion, in seeking to rehabilitate Foucault, and so history, needs to demonstrate, constitutes the third factor. This final factor makes two particular, further demands of this chapter. Namely that the interrelated questions of Foucault, phenomenology, and dance; and of the position which phenomenology has itself adopted in relation to history, be re-visited and re-evaluated to the extent that space reasonably allows. Fortunately, these interrelated questions are ones which have - relatively recently - preoccupied scholarship on Foucault, and on phenomenology, respectively. This preoccupation may in and of itself be one possible indicator that there is indeed more at stake, and so to consider, regarding both questions, than the lines drawn by the aforementioned critique might suggest.
